数字化和绿色化正成为加速全球经济复苏的新动能。推动数字基础设施绿色低碳化发展、加速数字化与绿色化深度融合是实现我国经济社会高质量发展的必由之路。当前,5G网络、数据中心等数字基础设施在推动传统产业绿色化转型方面发挥着重要作用,但其自身的节能降碳问题同样受到广泛关注,亟须发挥数字技术在促进节能降碳过程中的决定性作用,有效促进数字基础设施低碳化发展,缓解传统基础设施对生态环境和气候变化产生持续性影响的“锁定效应”。建议制定以数字技术推动实现“双碳”目标的行动计划和路线图,加速数字基础设施节能降碳,牵引带动能源、交通、工业、建筑等各行各业通过数字化转型实现节能降碳,推进经济社会发展全面绿色转型。
Digitization and greenization are becoming new driving forces to accelerate the recovery of the global economy. Promoting the green and low-carbon development of digital infrastructure and accelerating the deep integration of digitalization and greenization are the only ways to achieve high-quality economic and social development in China. At present, digital infrastructure such as 5G networks and data centers is playing an important role in promoting the green transformation of traditional industries, but its own energy saving and carbon reduction issues have also received widespread attention. It is urgent to give full play to the decisive role of digital technology in promoting energy conservation and carbon reduction, effectively promote the low-carbon development of digital infrastructure, and alleviate the “lock-in effect” of traditional infrastructure’s continuous impact on the ecological environment and climate change. It is recommended to formulate an action plan and roadmap to promote the realization of “dual carbon” goals with digital technology, accelerate energy conservation and carbon reduction of digital infrastructure, and drive energy, transportation, industry, construction and other industries to achieve energy conservation and carbon reduction through digital transformation, so as to promote the comprehensive green transformation of economic and social development.
